CIMALSA and CIAC conclude the study on sustainable mobility of workers in the industrial and logistics areas

The public-private partnership makes it possible to promote actions to improve the mobility of workers and to attract new talent.

CIMALSA and CIAC have completed the study of sustainable mobility for workers in the industrial and logistics areas of Catalonia, following the agreement reached last year by the presidents of both entities, Enric Ticó and Josep Maria Vall. In this sense, the agreement promoted a study of measures and actions in the different territorial, industrial and logistical areas of Catalonia to improve the problems in the mobility of workers/se and in the attraction of new talent. The various working groups of both entities together with the company Lavola, specializing in sustainability advice, have been developing three documents of this study.

The first document concludes with a matrix that relates the measures to be implemented with the territorial environment. In this way, it conceptualizes what type of actions could be undertaken according to the type and characteristics of the industrial estate, which serves as a guideline to be able to apply specific measures in industrial estates and logistics areas or to discourage implementation. Previously, this document analyzes the European, Spanish and Catalan regulatory framework; the aids and bonuses in sustainable mobility; and the global trends in mobility such as: the greater environmental awareness and more value of time; the increase in urban population, the restrictive policies of the private vehicle; the collaborative economy in the means of transport; the low emission vehicle and the autonomous/assisted vehicle; the increase in electronic commerce; the Big Date as a tool to improve information and how these trends are collected in the regulation.
The aforementioned actions would be developed in the territorial environment of the PAE (Areas of Economic Activity) of Catalonia.

The second study and document being prepared is the Work Plan for the implementation of sustainable mobility in CIMALSA centers. This study is specified in the centers that CIMALSA currently has in operation, according to the number of workers/se, their type (own, external, autonomous) and their territorial distribution, as well as the existing means of mobility, such as bicycles, public transport, pedestrian and road networks. With these data, the centers are characterized according to the relationship around the territory
(mobility of workers) and a first diagnosis and proposal of actions is prepared by applying the matrix of the first document.
In addition, a strategy proposal is made to start implementing the Plan, based on five points: The promotion of plans and figures that, according to the regulatory framework, have to manage mobility, deepen in the concrete potentials of each center, select one that can act as a reference to apply a displacement plan in the group of companies, carry out a pilot test, and make smaller actions according to the actions that result from the application of the matrix.

As for the third document, the specific case of the Santo Ermengol and Can Amat industrial estate is analyzed, in which a proposal of actions is made following the outline of the global matrix, ordered by priorities for implementation in the area. These priorities are defined in 4 points: Active mobility, with the proposal of a bicycle access route and active modes within the industrial estate; to have a safe parking service for the mobility contribution poles and at the destination; to install additional services in the parking lots and finally to participate in programs to promote sustainable mobility and to develop campaigns for the whole of the estate.
Public and collective transport is another of the proposals to have a shuttle diver service to the industrial area and a shuttle diver service shared between the companies of the industrial area; to implement the use of shared route systems between companies and the improvement of access by public transport. The private vehicle and parking, where it is proposed to have more reserved parking spaces
for VAO and zero and eco vehicles; promoting carpooling among workers/se; installing recharging points for electric vehicles and managing and regulating parking on the site. Finally, mobility management, with the proposal of creating a table for mobility at the industrial estate level, encouraging the participation of nearby municipalities, transport operators and the Generalitat; the creation of the figure of the mobility manager in the industrial estate area and to have information on the mobility of the estate.

All this taking into account the context of mobility of the site, where we study the incident regulations, collection of general data and the mobility of its workers and analysis of the territorial environment and mobility networks (public transport, walking, bicycle, SEAT launcher, railroad, private vehicle and parking, electric recharging points, accidental pollutant emissions and the population exposed).
